What Does It Mean?

I find this little scene quite interesting.  I can interpret it in at least three ways.

The sign seems to indicate either the children in the area are slow moving human beings as depicted by the icon of the child running, or the sign tells drivers to slow down because there are children in the area, or the children in the area aren't intellectually up to average?  (tongue firmly planted in cheek)

However, for me, the really interesting aspect of this little scene is that someone, who obviously doesn't like the children in the area, removed the sign from its prominent position on a nearby pole along the street and partially hid the sign behind a bush.  Maybe the culprit is hoping the "slow" children will be purposefully put in danger by the passing traffic?  Who knows?
